Hunter Ceiling Fan Only Has 2 Speeds

I tried replacing the switch but that had no effect.

From clockwise where the pull chain starts the old switch was l 3 2 1. The wiring labeling from the original switch to the new switch was not the same. Luckily finding out the source of the problem is not all that difficult. I still only have the high speed.
