Two fans will always be better than one fan but a single fan with a well designed heatsink like the evga sc or the gigabyte mini itx really is sufficient enough for the gtx 1060 cause the power usage hence thermal output is pretty low.
Hell the founders edition of the gtx 1080 or the gtx titan x pascal only have one blower fan.

Id go with the two fan model if you can a little extra will save you a lot.
If one can overclock a founders edition gpu and still maintain temperatures lower than 80c.
For anything higher end 2 fans is the norm.
More fans can cool faster to provide more thermal overhead.

I should believe that one fan is enough for the gtx 1060 6gb.
I have a gtx 1060 two fan model and it can get hot sometimes but i also have smaller case and poor cable management.
Gets more complicated depending on fan size and number 2 large fans vs 3 small fans for example.
Now i d definitely say go for 1060 with dual fans.

Runs cool low cases of overheating easily overclockable therefore better perfo.
Still if you can afford it and if space matters not then of course go for the dual fan models.
